Job Description:

Duties: Candidates must have considerable Federal and/or Commonwealth Grant Management experience. Provide financial oversite, review, reconciliation, reporting, amendments, auditing, and closeout for all Federal and Commonwealth Grant Programs. Ensure compliance with all applicable Federal and State regulations, statures, policies and procedures. Establish programmatic coding for all grants with respects to payroll, expenditures, revenues, and procurement. Responsible for all Federal Financial Reporting, Cash Disbursement reporting, and CAFR Reporting. Perform drawdowns for all grants daily, monthly, quarterly, and/or yearly. Review all grant transactions for conformity to the Commonwealth Accounting Policies and Procedures (CAPP) manual and various Federal Regulations. Collaborates with Director of Finance and Medicaid Fraud Control Unit to timely prepare and submit Indirect Cost Rate Proposal. Provide financial assistance to all Program Administrators with respect to grant lifecycle. Fully develop, document, and maintain internal agency policies and procedures that ensure compliance with the Comptroller's Directives relating to grants and cash management.
Minimum Qualifications: The successful candidate hired into this position must possess comprehensive and demonstrated knowledge of generally accepted accounting principles (GAAP), code of federal regulations, uniform administrative requirements, cost principles, and audit requirements for federal awards (Uniformed Guidance); comprehensive and demonstrated knowledge of Federal and Commonwealth governmental accounting policies and procedures; knowledge of and experience with grants management requirements and statutes, regulations, policies, and procedures of grant programs; demonstrated ability to manage budget and expenditure activities related to federally funded grants; demonstrated ability to reconcile grant and accounts and produce summary reports; demonstrated ability to complete Federal Financial Reports or Grant based reporting; demonstrated understanding of Statewide Indirect Cost Allocation Program; demonstrated ability to research, investigates, analyze, reconcile and evaluate financial data. The candidate must also possess the ability to think and problem solve creatively; to effectively manage and complete assignments independently and as a team member; manage multiple priorities; strong attention to detail; strong organizational and financial management skills; excellent communication and interpersonal skills with ability to establish and maintain effective working relationships; demonstrated success working in fast-paced, rapidly changing environment; and have high proficiency in Microsoft Office tools and automated financial systems.
?Preferred Qualifications: Preference will be given to those candidates that possess a minimum of 4 years grant management experience; and graduation from college or university with major studies in Accounting, Finance, or related field; and experience with Cardinal Financial Application is highly preferred. An equivalent combination of education, training, and experience may substitute for educational requirements.
