Public - G Job Duties About the Agency The Department of Elections
promotes and supports accurate, fair, open and secure elections for
the citizens of the Commonwealth. ELECT ensures the proper
administration of election laws, campaign finance disclosure
compliance, and voter registration processes in the state by
promulgating rules, regulations, issuing instructions, and
providing information to local Electoral Boards and general
registrars. The Department of Elections envisions a highly modern,

and accountable at all levels and engages Virginia’s diverse
citizenry in the most fundamental right in a democratic society:
the right to vote. About the Position The Director of
Administration serves as a senior manager responsible for leading
the administrative operation that supports ELECT's mission. They
provide oversight of support services (client services, facilities
management, and workplace safety), procurement, and human
resources. The position ensures administrative systems and policies
are aligned with agency priorities and performance outcomes.
Ensures that a;; human resources, procurement and administrative
responsibilities of the agency are within established guidelines,
and compliance with all applicable policies, procedures and
guidelines. Minimum Qualifications • Advanced knowledge of employee
relations principles, practices, and applicable laws to resolve
workplace issues. • Skill in conducting and reviewing
investigations, managing escalated cases, and preparing clear,
comprehensive reports for leadership. • Demonstrated capability to
administer grievance and dispute resolution processes and negotiate
effective outcomes. • Proficiency in interpreting and advising on
HR policies and procedures. • Competence in analyzing workforce
data to identify trends, assess risks, and recommend program
improvements. • Proven leadership in supervising and developing
staff, delegating work, and leading high-performing teams under
deadlines. • Proven leadership in fostering collaboration across
organizational levels. • Excellent oral and written communication,
problem solving, and critical thinking skills, with excellent
attention to details. • Commitment to confidentiality and
safeguarding sensitive employee information. • Technical
proficiency with HRIS systems and Microsoft Office applications •
Working knowledge of federal and state government procurement
policies for the purchase of Non-IT and IT goods and services.
Ability to interpret and apply state procurement regulations,
policies, and procedures. • Considerable experience with public
procurement, including applying the Virginia Public Procurement Act
(VPPA) and Agency Procurement and Surplus Property Manual (APSPM)
to ensure compliance. • Knowledge of leave reporting, with
familiarity in equitable hiring and pay practices within state
government frameworks. • Ability to develop strategies that enhance
customer service, program efficiency, and organizational
effectiveness. Additional Considerations • Advanced knowledge of
state government HR systems (Cardinal/PageUp) • Virginia Contract
