Job Description:

ICF is currently hiring a Tailored Services Manager that will serve as the primary Center for States contact for jurisdictions and federal staff related to the management of Tailored Services. Tailored Services supports individual States and territories by engaging and partnering with them in assessment, work planning, and to delivery effective capacity-building services. This position will work in support of and partnership with the Childrens Bureau (CB), Administration for Children and Families (ACF), US Department of Health and Human Services (DHHS) to provide expert-level knowledge of State, Tribal, and Territorial public child welfare agencies programs, practices and operations. The successful candidate will be a highly experienced child welfare professional who partners with our client to lead and motivate an experienced team working with public child welfare agencies to improve outcomes for children and families. The successful candidate will be able to manage processes related to accurately assessing capacity building needs; working with a multidisciplinary team to design and develop appropriate workplans; facilitating the delivery of high-quality, effective capacity building services; and fostering continued learning and evolution of best practices through effective evaluation of capacity building efforts. Key Responsibilities: - Collaborate closely with federal staff and peers in the provision of capacity building services to child welfare states/jurisdictions, and other identified audiences. - Collaborate with CB leadership and Center CQI/Evaluation Team to ensure a process is in place to identify program improvement needs and improvement plans that account for both state and federal feedback. - Support problem solving efforts and effective communication with CB that demonstrates competence and transparency. - Support the development of innovative solutions and service delivery options to engage state needs related to: - CFSR/PIP development and implementation - State planning efforts including the CFSP/APSR - FFPSA and related prevention focused plans and implementation efforts - Other identified federal legislation and requirements as needed - Other topical areas identified as a Center priority/focus - Maintain fully developed tailored services team: - Hire to fill vacancies - Recommend staffing patterns - Distribute work load - Hold accountable to timeframes, project scopes, project resources, and deliverables - Facilitate cohesive and collaborative team functioning - Review and sign off on work - Provide ongoing training - Assure consistency of practice through an established pattern of supervision with Tailored Services supervisors (bi-weekly) and team meetings (bi-weekly at a minimum). Ensure Tailored Services supervisors are conducting regular staff supervision session (monthly at a minimum) - Review and measure performance on an individual and team basis - Build strong, positive relationships with client staff for ongoing communication, collaborative planning, and shared problem solving. - Analyze and interpret data sets to understand complex social problems, consider causes, and provide expert consultation. - Actively collaborate with the Centers internal evaluation team and the Cross-Center Evaluation project team to support all evaluation efforts and ensure evaluation processes are integrated efficiently and effectively in all Tailored Services processes. - Collaborate with the other Collaborative members on Tailored Services issues as well as maintain effective relationships with the leadership in other federally supported TA to promote information and resource sharing. - Utilize partnerships and cross-system collaboration, to understand Federal funding streams and how child welfare agencies can use them to engage other child serving systems. - Apply working knowledge of evidence-supported and evidence-informed policies, programs, and practices in child welfare and best practices in achieving safety, permanency, and well-being outcomes. - Apply working knowledge of information systems in child welfare setting. - Collaborate with other Center service area leads to promote integration that supports Tailored Services as well as the other service areas. This includes setting staff expectations for participation in integrative activities as reasonable. - Participate in presentations at national meetings and conferences. - Participate in project meetings as required to support Center deliverables such as semi- and annual CB reporting, annual work planning, strategic planning, etc. - Work with marketing and dissemination project staff to support overall Center dissemination goals as well as in the creation of tools and messages specific to Tailored Services. - Participate as a full member of the Center Management Team. Basic Qualifications: - Masters Degree in any social service field or public administration - 10+ years professional work experience with at least 8+ years of experience training/technical assistance provision in a human services field. - 5+ years Demonstrated project management experience, including client, staff supervision, and budget management in a contract consulting environment. Successful history of managing large, complex capacity building projects, including conducting assessments, designing and delivering capacity building services, and establishing key partnerships - 5+ years experience designing and implementing strategic planning, process and performance improvement, communications and change management. Preferred Skills: - Ability to build and maintain strong stakeholder relationships and balance multiple perspectives/needs. - Progressive levels of responsibility in a TA or contracting environment - Demonstrated expert-level knowledge of Child and Family Services Reviews (CFSRs) and other child welfare monitoring reviews and how they relate to child welfare outcomes. - Demonstrated expert-level knowledge of public child welfare agency functioning, emphasizing front end and prevention related services. Professional Skills: - Proficient with MS office applications (i.e. Word, Excel, and PowerPoint). - Exceptional project management skills, with a focus on TA project management. - Strong analytical, problem-solving, and decision-making capabilities. - Solid team builder and team player with proven ability to manage competing priorities, perspectives and stakeholder needs. - Ability to multi-task and maintain high-quality results in a fast-paced environment. - Excellent verbal, interpersonal and written communication skills. - Demonstrated, outstanding level of professionalism, including ability to exercise good judgment, discretion, tack and diplomacy.
