Job Description:

The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a NEPA Project Manager in the Central Office's Environmental Division.

The selected candidate will manage transportation studies which include the development of documentation pursuant to the National Environmental Policy Act. Lead interdisciplinary teams and make recommendations regarding the physical location of transportation projects.

This challenging and rewarding position's specific responsibilities and duties will include, but are not limited to:

Lead large and diverse project teams responsible for securing state and federal approval of NEPA studies including Environmental Impact Statements. Ensure the scope of issues to be addressed and the study objectives are defined before studies are initiated. Document study development, deliverables and decisions.
Establish, monitor and control project work plans, communication plans, costs and schedules.
Review all study products before deliverables are finalized. Review scoping documents, schedule documents, cost documents and NEPA documents, and supporting technical analyses. Ensure consistency in environmental document review. Support FHWA and Attorney General's staff in response to legal challenges.
Lead project teams responsible for securing Commonwealth Transportation Board location approval and FHWA NEPA decisions. Ensure issues and study objectives are adequately defined before study initiation. Manage project scoping process and scope appropriate entities for study input. Identify project risks and minimization strategies. Manage study deliverables, and develop and conduct study presentations. Secure other relevant federal approvals when needed.
Direct consultant teams on all work activities.
Routinely apprise management ensuring their understanding of study status and issues.Document study progress and decisions, and ensuring development of an administrative record.
Support the statewide NEPA program. Review documents submitted for QA/QC in a consistent and timely manner. Support NEPA Programs Manager in implementing initiatives to achieve consistency and efficiency across the districts.

Minimum QualificationsMinimum Qualifications:

Knowledge of state and federal environmental regulations, NEPA and related procedures.
Knowledge of civil and traffic engineering.
Ability to lead diverse teams.
Ability to prepare and present formal recommendations.
Ability to manage complex transportation projects managing project schedules and budgets.
Ability to analyze and interpret data, resolve problems effectively, and make appropriate decisions.
Ability to prepare environmental impact statements.
Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
Skill in the use of computers and software applications.
Excellent interpersonal relationship skills.
Knowledge of VDOT goals, strategy and mission.
Experience in a broad range of environmental issues and experience communicating with a wide range of local, state and federal entities.
Experience developing solutions and working with an interdisciplinary team to avoid, minimize, and mitigate environmental impacts.

Experience managing environmental processes included in project development.
Preferred QualificationsPreferred Qualifications:

Experience in scope/fee and project issue negotiation.
Experience in the development of environmental impact statements related to transportation projects.
Experience in developing documentation to support a multi-alternative EA or EIS.
BS Degree in environmental management, environmental engineering, or related field preferred; equivalent experience or training may substitute for degree.
Special RequirementsThis position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.

This position is designated as essential, employees may be required to work in emergencies, to include weekends, holidays, and after normal business hours; assignments may vary based on business needs to include working in severe weather.

This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the Department Manager in accordance with VDOT's Teleworking policy.
