We are seeking an Alternative Delivery Manager for our office in Annapolis Junction, MD or the Richmond, VA area office to service the Mid-Atlantic region.

Summary: Coordinate and manage design-build and other alternative contracting pursuits, including client and design partner relations, RFQ and RFP responses, and post-award project design coordination.

Essential Functions and Responsibilities:

Pursuit Phase:

• 
  
• Maintain client and industry contacts while tracking future project opportunities using Customer Relationship Management (CRM) software
  
• Assist in selection of design consultants and negotiation of teaming agreements and design subcontracts
  
• Analyze RFQs & RFPs, assist in developing winning teams, and compile pursuit schedules
  
• Lead the proposal process with Marketing support, including technical writing, proposal reviews, and proposal production
  
• Manage design consultants throughout pre-bid process to develop compliant designs and desired estimating deliverables on-time and within budget
  
• Work with Estimating to evaluate alternative concepts and provide timely direction to design consultants
  
• Identify and develop strategies to optimize project design while mitigating risk
  
• Assist in preparing cost estimates and project schedules for alternative delivery highway projects
  
• Compose, track, and manage pre-award correspondence with the owner
  
  
  Post-Bid Design & Construction Phase:

  • Participate in project design development Task Force meetings
    
  • Serve as Design Coordinator for alternative delivery projects in design stage
    
  • Develop cost and time saving alternative concepts
    
  • Monitor design process and performance to maintain project budget and schedule
    
  • Facilitate design comment resolution between design consultants and project owner
    
  • Review plans at multiple submission stages to ensure conformance to contract
    
  • Serve in project key personnel positions as needed
    
    
    Education and Experience:
    
    
    • 
      
    • Civil Engineering or construction related degree preferred
      
    • 10 years of design/construction management experience
      
    • Professional Engineer Licensure preferred
      
    • Virginia DOT design-build experience preferred
      
      
      Knowledge, Skills, and Abilities:
      
      
      • 
        
      • Understand construction contracts and terminology, as well as estimating strategies and techniques
        
      • Experience and knowledge with DOT contracting methods
        
      • Proficiency in Microsoft Office and Bluebeam software, as well as HCSS and Primavera P6 experience, or ability to learn
        
      • Technical writing and editing skills
        
      • Ability to manage multiple assignments
        
      • Ability to manage SOQ/Technical Proposal development from conception through delivery
        
      • Working knowledge of design, procurement, and field processes and their inherent cost performance risks
        
      • Understanding of schedule techniques and principles, and ability to easily read and navigate engineering documentation and project plans
        
      • Excellent communication and interpersonal skills, plus demonstrated ability to manage a team of varied disciplines
