Job_Summary The Vice President (VP) of the Law Enforcement Unit (LEU) directs law enforcement personnel, policy implementation, and LEU functions and activities. Oversees the identification, development, implementation and maintenance of law enforcement and security processes and programs designed to ensure the reduction of risk, adequate response to incidents, and to limit the exposure of the 5th District & Federal Reserve Bank to incidents. Maintains compliance with regulatory, industry, and professional standards for the delivery of law enforcement services; exercises superior judgment in resolving complex concerns; and formulates and delivers long-range plans. Key_Responsibilities * Leads an exceptional team; selects, trains, develops and mentors a diverse and talented group. Must consistently demonstrate key leadership attributes, including but not limited to open and honest communication, positive and engaging interaction, self-awareness, empathy and strong listening skills. * Develops meaningful relationships at all levels of the department and Bank through authentic interactions while cultivating trust by being transparent and inclusive. * Coaches, develops talent and seeks additional opportunities for team members. * Administers System and Bank policies for LEU operations; reviews and develops reports, collects facts and information, identifies policy areas needing modification or revision, and provides direction and counsel on security issues affecting multiple shift and/or locations. * Prepares for the implementation of business continuity plans by developing and maintaining relationships with internal and external partners such as health, public safety, emergency preparedness, and hazardous materials (HAZMAT) agencies, as well as other emergency response teams. * Provides a channel of direct communication to employees regarding security and enforcement matters; considers the broad perspectives of employees and implements actions based on new information, as necessary. * Understands the relationship between key strategic issues, System and Bank goals, and department operations and reinforces Bank audit and compliance requirements. * Develops and recommends budget for approval, ensures expenditures are aligned with approval levels and consults senior management with changes or adjustments. * Oversees research, design, and development of security and automation products, evaluates impact, and ensures that cost and time objectives are met. * Oversees performance management and salary administration, facilitates knowledge and information sharing among LEU staff, and directs competency development measures. * Ensures that law enforcement staff training is in compliance with the Patriot Act of 2001 and all other federal, state, and local regulatory guidelines. * Fulfills requirements of Bank Law Enforcement Manager as required by the Patriot Act of 2001, participates as an active member of the Crisis Management Team, represents Bank in workgroups, conferences, and related forums, and provides relevant and timely input on security matter. Job Qualifications Specific_Job_Requirements * Requires a minimum of ten (10) years of law enforcement experience with a comprehensive knowledge of current law enforcement techniques, procedures, and challenges to implementation. * Must possess a demonstrated ability to perform, facilitate decision making, and effectively lead teams through daily operations as well as during stressful and highly complex security scenarios affecting the health, safety and wellbeing of Bank employees, contractors, and visitors. * Must possess the ability to think independently, analyze situations, information, and complicated details, and quickly make prudent decisions. * Strong interpersonal and communications skills with the ability to share clear and concise information with a broad scope of individuals at varying levels of the organization and the general public, as required. Education_And_Experience * Bachelor s degree in criminal justice or a related field is strongly preferred. * Minimum of seven (7) years of experience at leadership level strongly preferred.
