Job Summary

AECOM is seeking a Vice President, Government Relations (Federal) with our Corporate team. This position can be based from a variety of locations within commuting distance to Washington, DC.

The Vice President, Government Relations (Federal) serves as a key connection between AECOM's leadership and business lines to build, maintain and navigate relationships with Congress and federal agencies on national security, defense and critical infrastructure.

This role will focus particularly in the areas of engineering and design in support of the U.S. federal government, with a particular focus on Military Construction, Foreign Military Sales Infrastructure, Homeland Security, Critical Infrastructure, International Development Assistance, and Environmental and Energy policy. The ideal candidate has a strong knowledge of the federal authorizations and appropriations process in these areas, and extensive years of combined experience working with or for the legislative and/or executive branches of the federal government and/or in a corporate or association government relations function.

This position will require extensive analytical work tracking the federal budget, monitoring legislation, and impacting the authorization and appropriations processes as they relate to existing and future AECOM business needs.

Specific Job Responsibilities

  • Developing and maintaining Congressional relationships are critical to this job, with a strong focus on Members of both House and Senate Armed Services Committees and Subcommittees, House and Senate Appropriations Committee and Subcommittees, House and Senate Homeland Security Committees, and House and Senate Foreign Relations Committees. An understanding of the processes and procedures of both chambers is required and strong relationships with committee leadership members and senior staff is preferred.
  • The Departments of Defense (Army, Navy and Air Force), Homeland Security, Energy and State are key to AECOM ongoing federal business, and the ideal candidate for this position should have a strong understanding of the national security federal agency budgets and the related Congressional authorizations and appropriations. An understanding of disaster relief, military construction, critical infrastructure protection, environmental restoration and foreign military sales infrastructure programs is strongly preferred.The successful candidate for the position will be expected to immediately be responsible for:
    • Providing analysis of agency and congressional budget documents in a manner that supports our strategic planning process, engaging as a key contributor within that process to support our business lines in the federal national security, defense and critical infrastructure markets.
    • Developing and executing strategies to affirmatively shape and influence the policies, legislation and decisions that affect AECOM's business in the federal national security, defense and critical infrastructure markets.
    • Monitoring, analyzing, reporting and making recommendations on legislation and regulation driven by the Congress or the Administration on national security, defense and critical infrastructure policies and actions affecting AECOM and our clients.
    • Updating internal stakeholders, including senior leaders, on pressing Congressional or Administration actions that impact the company or clients.
    • Persuasively communicating public policy strategies and messages to a wide assortment of constituencies, internal and external to the organization.
    • Establishing and maintaining relationships with a variety of stakeholders and decision makers including elected officials, their staff, key Administration officials, thought leaders, industry associations and other public policy stakeholders outside of the organization, regardless of their political affiliation.
    • Representing AECOM at external stakeholder meetings and events such as association conferences, embassy events.
    • Assisting internal strategic planning and business development activities as necessary and developing an understanding of competitors and industry trends.
    • Analyzing and understanding the changing political landscape of Washington, DC, with a strong understanding of the political process and the ability to analyze how the process may impact our Federal Markets.
    • Participating in the planning and execution of the AECOM PAC, including attendance at events before and after regular business hours.At AECOM, we're delivering a better world.

      Minimum Requirements
      • Bachelor's degree in a technical field, political science, public policy, public administration, or business administration/management, or similar plus extensive years combined work-related experience on Capitol Hill, in federal public policy, or in a corporate government relations environment, or demonstrated equivalency of experience and/or education.
      • Relevant background in Federal National Security and Defense and Critical infrastructure policy or funding.
      • Ability to work with staff at all levels of the corporation, operating as a team player who seeks to become an integral part of an active government relations team.
      • Willingness to travel occasionally.
      • Ability to attend events outside of traditional business hours, including before and after work and on weekends.
      • Exceptional research and analytical skills.
      • United States Citizenship.Preferred Qualifications
        • Advanced degree and security clearance are a plus.
        • Specialized experience in MILCON, DOD Environmental Restoration, Foreign Military Sales Infrastructure policy is a plus.
        • Ability to take initiative and be a self-starter
        • Excellent communications skills, both written and oral.
        • Capacity to juggle competing priorities.
        • Strong organizational and time management abilities and attention to detail.
        • Outstanding interpersonal skills.
