Responsibilities Serves as an Information Technology Specialist in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to provide technical assistance to Area, zone and commissary elements in the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software; maintaining enterprise hardware and executive software systems; and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements. Position responsibilities include: Serves as a technical expert accomplishing feasibility studies, analysis of options, and development of designs for advanced systems software and complex programming specifications. Identifies and designs solutions to highly complex functional requirements that are not susceptible to treatment by accepted methods. Plans and organizes tasks required to accomplish studies and analysis. Performs a range of analysis and design tasks contributing to the long-range plans for the development of future Area-wide applications. Advises on the adaptability of existing software and infrastructure to meet emerging end-user requirements. For more information please visit, Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Identifies and defines business or technical requirements applied to the design, development, implementation, management, and support of systems and networks. Evaluates proposals for the acquisition of IT products or services. Analyze and determine optimal hardware and software configurations; provide technical guidance in the design, coding, testing, and debugging process. Assist customers in installing applications; troubleshoot post-installation problems; and coordinate the technical support of deployed applications. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for this position is GS-11. Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens." Education You may not use education to qualify. This position requires certification in accordance with the assigned Information Assurance Technical (IAT) or Information Assurance Management (IAM) level and DOD 8570.01-M. The incumbent is required to travel to sites throughout the Area for software and hardware deployment. May spend 2 to 3 weeks per month on the road traveling to remote sites. Approximately 30% of the time may be spent on TDY.
