The Celestar Corporation has been issued an IMMEDIATE NEED Task Order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we're looking for a Maritime Advisor who will be seated in Panama City, Panama. If interested and qualified, we welcome you to post for this challenging opportunity. SECURITY CLEARANCE: Moderate Risk Public Trust (MPRT) Certification. May begin with an interim MRPT. PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for Three (3) follow-on Option Years. LEVEL OF EFFORT: Hours for this full-time position will be the core hours of the Panamanian Naval Service in Panama: Monday through Friday, 40 hours per week, 8 hours per day. TRAVEL: Travel is anticipated for this position. BACKGROUND The US Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. RELATIONSHIP The Maritime Advisor will report to Celestar. The Advisor works most closely with the US Embassy INL/Panama Director and Deputy Director, the Interdiction Advisor, INL Contracting Officer (CO), and Contracting Officer's Representative (COR). The Advisor shall maintain open, timely, and effective communications with the INL/Panama team and, as appropriate, with the INL/WHP Director and Deputy Director on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. OVERVIEW The Advisor will serve as a maritime and riverine law enforcement and interdiction subject matter expert (SME) to the Panamanian maritime law enforcement agencies. The Advisor will assist and advise in implementing Embassy-approved maritime and riverine technical activities to strengthen Panama's efforts to enhance their interdiction and law enforcement capabilities. The Maritime Advisor will contribute to the whole-of-government strategy to strengthen the institutional capacity of Panama's deep water, coastal and riverine forces involved in maritime law enforcement and the disruption of transnational criminal networks in the maritime environment. The Advisor will also work with colleagues and counterparts in the U.S. Government (USG) and the Government of Panama (GOP) to foster maritime law enforcement cooperation throughout Panamanian security forces. The Advisor may be asked to participate in working groups regarding the implementation of the bilateral maritime and riverine law enforcement programs in Panama. The Advisor exercises expert judgment in providing advice to the Interdiction Advisor or other INL/Panama program managers regarding ideas for actions relating to initiating projects and executing new programs under the day-to-day direction of the Interdiction Advisor or their designee. The Advisor will be based in Panama City, Panama while in country but will travel extensively working in the field with various USG and GOP partners. DUTIES AND RESPONSIBILITIES * Assist and advise INL/Panama program managers and other USG entities regarding the enhancement of the maritime, coastal, and riverine interdiction and law enforcement capabilities in Panama. * Advise and assist in designing and implementing programs including, but not limited to, expansion of the Panamanian fleet, refurbishment of current assets, improving preventative maintenance and renovation of existing bases. * Provide regular reporting to the assigned PSC or USDH Advisor or other program managers as assigned. * Assist in coordinating interagency efforts with relevant USG, other embassies, and GOP partners. * Assist in the preparation of background materials and reports to be used by U.S. Government officials in preparing speeches, and briefings. * Review and advise on the best use of limited INL and interagency funds to maximize the interdiction capabilities of Panama across all GOP agencies. * Assist in obtaining GOP written requests for support and commitments to maintain donated commodities or nationalize procurement of services after a fixed amount of time. * Review and advise on the purchase and refurbishment of vessels as well as on maintenance and operational training, including spare parts and supplies, based on Panama's ability to utilize and maintain the resources. * Assist in the establishment of an integrated logistics and preventative maintenance and inventory program that is essential to the Central American Regional Security Initiative (CARSI) and the operational capabilities of Panama. * Assist in arranging/managing civilian and military engineering mobile training teams' visits, which provides additional specialized outboard motor maintenence and other engineering training. * Recommend and arrange travel for selected Panamanian officials to the U.S. for training. * Provide advice and assistance in end-use monitoring (EUM) of U.S. Government-supplied commodities and services, preparing input for the annual EUM report to the U.S. Congress. MINIMUM QUALIFICATIONS * U.S. Citizenship, Third Country National, or Local National. * Bachelor's Degree in a related field from an accredited institution. * At least Eight (8) Years' demonstrated experience in maritime law enforcement. * At least Three (3) Years' demonstrated experience in a leadership role (i.e., supervising the planning, coordinating, and implementing of maritime efforts related to naval, coast guard, or other maritime entities, systems or resources applicable to waterways, coastal, and international waters). * Demonstrated proficiency in Microsoft Office Suite. * Demonstrated superior interpersonal skills. * Demonstrated ability to work independently and with limited supervision. * Demonstrated skill in oral and written communication in both Spanish and English including writing reports, assessments, and general correspondence.
