Contracts and Sourcing Analyst Federal Reserve Bank of Richmond VA-Richmond Full-time Regular Exempt Experienced Yes, 5 % of the Time Day Job Tier II - No Credit Check The Federal Reserve Bank of Richmond has an immediate opening for an Intermediate Contracts and Sourcing Analyst in the National Procurement Office (NPO). Headquartered in Richmond, VA, the NPO creates sourcing opportunities and establishes national contracts on behalf of all Federal Reserve System entities in order to maximize the value of purchased goods and services on behalf of all Federal Reserve System entities. Contracts and Sourcing Analysts are they key to the NPO's mission of building productive relationships with clients in order to develop a proactive sourcing strategy and provide effective leadership during the delivery of value-added sourcing solutions. The analyst provides critical input to the NPO's procurement strategy by translating client needs into a sourcing roadmap and through proactive execution of that plan. The analyst executes by identifying high-value supplier opportunities, leading Requests for Proposal (RFP) projects, negotiating complex procurement contracts, and leading various other sourcing-related initiatives on the behalf of the NPO's clients. While focused primarily on procurement, this is a cross-functional role that will require the successful candidate to be both an adept individual contributor and a strong leader who can influence peers and leadership across multiple business areas. The role requires a demonstrated ability to effectively communicate, persuade, and influence in cross-functional workgroups that span all levels of leadership. The ideal candidate will be a self-starter who draws on their extensive background and knowledge in the areas of contracting, negotiations, client management, vendor management and project leadership to deliver high-quality, high-value sourcing solutions to their clients throughout the Federal Reserve System. Responsibilities include, but may not be limited to: - Leading enterprise-wide sourcing projects in support of multiple clients throughout the Federal Reserve System. - Leading contract negotiations and working closely with Legal representatives and client stakeholders to ensure timely delivery of signed supplier contracts following the completion of successful RFPs. - Leading negotiations and execution of contract amendments and renewals in coordination with client stakeholders and Legal representatives. - Coordinating and facilitating client workgroup meetings to gather project requirements, coordinate project schedules, and ensure completion of associated action items. - Attending client meetings, supplier site visits, and supplier demonstrations or presentations as required. - Contributing strategic insights related to client needs, best contract practices, market trends, and supplier knowledge to the NPO leadership team in support of developing an effective strategic sourcing roadmap. - Leads the acquisition of IT equipment, enterprise-wide software licensing, application development, facilities and maintenance services, application integration and consulting services, human resource employee benefits, as well as other more complex commodity and service acquisitions. - Ensures bid fairness and compliance with associated procedures and guidelines as related to the sourcing of goods and services. - Conducting or supporting business case development as required to justify client sourcing decisions. Key Knowledge and Skills: - Excellent analytical ability and attention to detail with regards to bids, business cases, and contracts - Prior experience drafting, editing, and negotiating contracts and amendments and working with Legal team to ensure compliance with internal policies - Ability to distill critical legal issues, compliance concerns, and other complex business issues to a level that clients can understand to facilitate effective decision-making - Demonstrated competence in oral and written communication skills; ability to work with stakeholders at all levels within the Federal Reserve System - Broad knowledge of acquisition guidelines and principles of contract management, including sourcing negotiation, and compliance monitoring processes - Proficient computer skills including Microsoft Outlook, Word, Excel, and PowerPoint along with various other online applications, as needed for the role Special Considerations: - Candidate should review the FRB Employee Code of Conduct to ensure compliance with issues related to previous employment and prohibited financial interests.
